Developer David Perlmutter of the Residences at Riverplace returned to the Seaford Council to update a site plan for the project located on High Street, Pine Street, Water Street, and Market Street.

The preliminary plan includes six waivers, apartment buildings over parking, a restaurant, and two commercial locations. The project will be completed in phases and includes development over the site of the former power plant. The plan will widen streets for emergency vehicle access and the building on the river is set back in order to provide ample area for festivals and town events. The building, which includes the restaurant, is located on the river and the company is actively seeking possible leases for the restaurant space.

The apartments on High Street will be three floors above commercial retail space while the apartment on the water will be four floors. The plan is for 194 apartments which will be moderately priced but upscale luxury, per Perlmutter. The phase I plan was updated to include the requests of the city and residents for a nice restaurant on the riverfront. The phase II will be an apartment which replaces a hotel from the original plan. The next two phases will be the apartments and commercial buildings with available parking.

Perlmutter told council the city was very clear on the desire to include a restaurant on the water in the project and hopes to be breaking ground in early 2026. Perlmutter said the construction removal of concrete at the power plant continues as the plant was built on over 10 feet of solid concrete foundation.

Councilman Alan Quillen noted the project is coming to fruition because of the work of Representative Danny Short. “We need to praise Short for his efforts for the $3 million to get this moving and he put a lot of effort which is his testament for his love of the community.”

Perlmutter received the council approval on the plan.
