The recent Seaford Council meeting provided committee appointments. Mayor Matt MacCoy read aloud the boards and committees assignments beginning with the Economic Development Committee which will be Mayor MacCoy as chair councilman and Vice Mayor Dan Henderson, City Manager Charles Anderson, Director of Economic Development Tricia Newcomer, and Judy Johnson.
The Antique Fire Truck Restoration Committee is chair Vice-Mayor Henderson, Barry Calhoun, Mike Vincent, Randy O’Bier, John Botdorf, Larry Mathis, Ric Marvel, Mark O’Bier, Wayne Rigby, Byron Taylor, and Ron Marvel. The Electric Committee will be Councilman Mike Bradley serving as chair, Pastor Isaac Ross, Dave Downes, Chris Simms, Anderson, Greg Brooke, Jay Waller, and Virginia “Gigi” Hastings. The Seaford Police Chief Advisory Board will be Vice Mayor Henderson as chair, Debbie Hall, Florence Cephas, Kevin Andrews, Mark Grasset, Pastor Kim McGill, Pastor Tisha Miller, La’Angela Todd.
The Emergency Preparedness Committee will be Mayor MacCoy as chair, Anderson, Pat Ryan, Chief Marshall Craft, Newcomer, Jack Wilson, Steven Keller and Pat Ryan. The Parks and Recreation Committee will be served by Councilwoman Dr. Stephanie Grasset as chair, Anderson, Newcomer, Katie Hickey, Bobby Holston, Tina Hurley and Aaron Kjos. Planning and Zoning will be chaired by Stacie Spicer with Michael Bailey, Brad Kauffman, Mark Grassett, Scott Pickinpaugh, Deborah Smart Hall, and Jared Mast. The Operations Committee will be councilman Alan Quillen as chair, Berley Mears, Anderson, Chris Derbyshire, and Lindsey Biddle. Committee assignments were approved by council.
In other business, the second reading for a change to the code for electrical rules and regulations was presented and approved by council. Highlighted additions and changes include, the responsibility of the customer to notify the city of any change in the account. The city is not responsible if a disconnect occurs and customer did not receive notice because of failure to provide updated account information. Added to the code are delinquent notices, third-party notification, right of termination, disconnect/termination procedures, avoidance of termination due to illness, dispute resolution, and terminations.
Also added to the ordinance is the cooling and heating season. Seaford provides a payment arrangement procedure for customer who require some time to pay bill in full. The payment plan will split payments over a period of time. The city will not penalize, add late fees, or disconnect as long as payments are made per the installment plan agreement. If payment is not made, penalty and fees will be posted to full amount, and service terminated. The full packet is provided on the city website.
The Parks & Recreation Fall Youth Flag Football had to close registration because it is full. However, if more coaches step up and volunteer, it is possible to reopen registration. The soccer fall league currently has 83 youth players.
The Seaford Police Department is beginning the annual Junior Police Academy. The five day program covers topics to teach about law enforcement and other related fields.
The Citizen’s Police Academy is also set for Aug. 27-Oct. 1. This six week program provides a better understanding of the work of the department through and up close experience. The program is both classroom and hands-on instruction. The classes are on Wednesday from 6–9 p.m.
