He was born on March 24, 1982 in Salisbury, the son of Debra Phillips Wilkins and the late Steve Wilkins, who passed in 2013.
Jacob graduated from Sussex Technical High School with the class of 2000. He started working for DeFelice Electric while still in high school and through the years worked as an electrician for them. At the time of his death he was employed by Schroeder Industries in Cumberland.

He was a faithful fan of the Philadelphia Eagles and the O’s and loved deer hunting. He will be remembered for his quick wit and sense of humor, his huge heart for older folks, children and animals and his unconditional love for his family and close friends. Jacob was a volunteer firefighter for the Gumboro Volunteer Fire Company and a past member of the Delmar Masonic Lodge #201 AF&AM. Passionate about sports, he was a youth umpire for Sports at the Beach and fierce competitor at sports trivia.
He is survived by his mother, Debra Phillips Wilkins; sister, Mindy Myrick and husband, Lawton; nephews, Ryder and Wyatt Myrick; and his devoted girlfriend, Jennifer Dages. He is also survived by several aunts, uncles, cousins and a host of friends including the great Shelton Daniels.
In addition to his late daddy, Steve, he was preceded in death by grandparents, Carl and Betty Wilkins and Bill and Becky Phillips, an infant brother, Clifton Michael Wilkins, and his beloved little buddy, Taco.
