The Greenwood Town Council meeting was held last Wednesday at Greenwood Town Hall. The meeting included topics such as public comment guidelines, continued hearings for properties, and the appointment of a planning commission.

The first topic of old business was public comment guideline revisions. After some brief discussion, it was decided that there would be three minutes allotted for up to 11 speakers, with the public comment portion going no further than 15 minutes total. Following this, policy and procedures were addressed. Policy and procedures discussion included providing the definitions for various terms, the order of business for the agenda, scheduling and cancellation of meetings, and other topics. Following discussion on procedures, there was the continuation of a public hearing for a conditional use application from Steve R. Martin for property located at 6 E. Market St., Greenwood to permit residential apartments in conjunction with a commercial use in the D-C Downtown Commercial District. After some brief questions from the council, the public in attendance gave their approval for the conditional use application for the property, desiring more businesses in Greenwood. The council then unanimously agreed to provide the application to Martin.

During the topic of new business, it was announced there was a vacancy on the planning commission, with two interested applicants sending letters to Town Manager Janet Todd. After some discussion with the council, it was decided to accept David Miller’s application. Following this, Police Chief Thomas provided his verbal report. Chief Thomas spoke about the Night Out event that occurred on Aug. 13, and gave thanks to the council members, members of the fire department, local business owners, sponsors, and citizens for either coming out or helping with the event.

After this, Todd provided the town manager report, starting with an update on Greenwood Day. Greenwood Day will take place on Sept. 21 with a rain date of Sept. 22 and features 40 vendors, and a number of food vendors ranging from Hawaiian food to hot dogs, hamburgers, and more. Additionally, there will be the town wide yard sale on the same day, and vendors will start setting up around 8:30 a.m. with an opening ceremony at noon. There will be activity at the VFW that goes with Greenwood Day as well, including a bouncy house and various vendors. Musical performances, an auction, and competitions will be held throughout the duration of the event. During the report, it was announced that the town applied for and will be receiving a municipal street aid grant, which can be used for street repairs and other street-related work.

There are plans for monthly meetings to be held by the planning commission due to the number of projects ongoing in the town. Wawa submitted its site plans for review and the Greenwood VFW submitted plans for the Veteran’s Enhancement Center Project, which will include a building with a number of resources and transitional housing units for veterans. The Asset Management Plan has been completed, totaling 150 pages of content, and there are plans for a new water tower in the works. There was also some brief discussion on a few financial statements from Todd, mainly pointing out the income for the town is not enough to support the expenditures of the town. Additionally, there was a decision made by the council to have the state perform an audit on the town.
