Elizabeth H. “Betty” Willoughby of Milford passed away on Thursday, April 24, 2025 at Brookdale Assisted Living in Dover.

She was born on Jan. 12, 1935 in Bridgeville, the daughter of the late Chester Hearn and Elizabeth Fisher Hearn.

Betty was a 1952 graduate from Bridgeville High School. Later she married William “Bill” Willoughby on Dec. 1, 1956. She was employed by the State of Delaware Department of Transportation in the finance department. She retired in 1991 after 36 years of faithful service.

Betty enjoyed antiquing, sewing, working and hosting family dinners especially during the holidays. She also enjoyed visiting to “catch up”, family reunions, and phone calls with her family and friends.

She is survived by her husband of 68 years, William “Bill” Willoughby of Dover; a daughter, Debra DeRocili and her husband Val of Wyoming; two granddaughters; Andrea Brown and her husband Bobby and Lauren DeRocili and her fiancé Gerritt; and a great-grandson, Luke Brown.

In addition to her parents, she was preceded in death by two brothers; Alan Hearn and Russell Hearn.

Funeral services were held on Wednesday, April 30 at the Framptom Funeral Home – Fleischauer Chapel in Greenwood. The Reverend Marie Coulbourne officiated. Burial followed at St. Johnstown Cemetery in Greenwood.
