The Laurel Mayor and Council recently presented a tribute recognizing the contributions of Corporal LaShawn Handy, the Laurel Police Department’s School Resource Officer. The tribute, delivered by Mayor Carlos Oliveras, highlighted Handy’s “unwavering dedication” to bridging the gap between law enforcement and youth through mentorship, compassion, and service.

“Since joining the Laurel Police Department on Sept. 5, 2020, Corporal Handy has gone above and beyond in his role,” Mayor Oliveras said during the ceremony, “Most notably, as the school resource officer for the Laurel School District, he has brought a calm, steady presence to our schools, and made a lasting impact on countless students.”

Handy’s ability to connect with young people has been credited with reducing conflicts and creating a sense of trust and support within the school environment. Mayor Oliveras praised Handy not only as a law enforcement officer but as a mentor, role model, and a trusted adult for many students. “His service enhances not just the town of Laurel but the greater community of Delaware,” he added.

The recognition came shortly after Handy was named “Officer of the Year” by Delaware Crime Stoppers, an honor that underscores the statewide appreciation for his work. Laurel Police Chief Rob Kracyla joined the Mayor in commending Handy’s efforts, emphasizing the significance of the award. 

“I think we have over 2,500 police officers in Delaware’s three counties,” Kracyla said. “It is extremely significant to be named ‘Officer of the Year’ statewide.”

Chief Kracyla highlighted a youth-focused initiative created by Handy that provides positive engagement and support for students after school hours. The program, he said, helps teach life skills, fosters mentorship, and works to break cycles of violence and underachievement through constructive community interaction.

During the tribute, Cpl. Handy expressed heartfelt gratitude to the Laurel Police Department and to a special supporter in the audience; his mother, Amy Handy. With emotion in his voice, he described her as a mentor, mother, and a vital partner in his mission to uplift local youth. 

“Ms. Amy has taken the driver’s role. She does a big job with getting academic stuff prepared for the kids and just making sure that she’s there,” he said. “My program was built to help her. I want to thank her for doing all the things she does for us and the kids. You’re a blessing for us. I love you.”

The ceremony concluded with Mayor Oliveras reaffirming the town’s appreciation for local heroes like Handy. “We’re certainly happy to hear good news and to see some of the hometown heroes that we have right here,” he said. “You are an inspiration to these young boys who need to do things in the right way. Your dedication and love for the youth make you a powerful role model.”
